What is Scope 12?

Scope-12 is a frame-work for the inspection of newly installed solar systems in the Netherlands. 

  • Scope-12 takes existing laws and rules from building/construction regulations, NEN1010, personal safety (ARBO) and fire regulations. (It does not attempt to re-invent the wheel.)
  • When there is no ruling, Scope12 will set one that looks reasonable and has a measurable value.

TNO investigated fires in 2018, related to solar systems. They were not always proven as the source of the fire, but in many cases did help spreading the fire in an uncontrolled way, causing more damage than otherwise could be expected.

    • Conclusion of the report was that the majority of the fires had to do with MC-4 connectors and in-roof systems.

The size and number of solar systems is increasing and sometimes cover the complete roof of buildings with people working beneath and very costly production goods stored or in operation. 

It is expected that a successful Scope 12 Commissioning report will be necessary for most insurers to accept the endorsement of a new solar system in to the roof owners Propert Damages and Business Interuption (PDBI)  policy

The requirements of Scope 12 are consistent with other best practise guidelines in Europe and around the World.

Scope 12 inspections may only be carried our by inspectors with a valid Scope 12 certification.
